Witnesses included Seamus McCrystal, Hilda Hagan and Geoff Rea of the Department of Finance and Personnel.
Mr McCrystal said the creation of an accredited public consumer register of electricians would come under the Department of Enterprise, Trade and Investment.
The lack of a register should not affect public procurement as there were measures written into contracts regarding standards of quality, he said.
While the Northern Ireland building regulations did not include requirements for electrical installations, regulations and guidance did exist to ensure the installations were safe, he said.
